The Digital Transformation Coordinator (consultant) will support the URCS (Ukrainian Red Cross Society) to establish a comprehensive data management within its operations in Ukraine in accordance with international recognized standards and practices.
A Digital Transformation Coordinator – Data strategist plays a crucial role in shaping and implementing data strategies within the URCS. He will work closely with various teams including Digital transformation, IT, Information Management, and business units to develop and execute data-driven strategies.
To perform its mission successfully, the Digital Transformation Coordinator – Data strategist will mainly concentrate its actions on:
- Develop and implementing data strategies.
- Enhance data quality and processes.
- Enforcing data governance policies and ensure regulatory compliance.
- Provide training on data management best practices.

The Digital Transformation Project Manager activities are run under the URCS Deputy Director General – Support Resource Group office’s supervision and instructions to ensure consistency with the URCS’ information systems governance and management. Functional supervision from the ICRC side the ICT Coordinator in KYI.
Activities of the Digital Transformation Coordinator, depending on the circumstances, subjects, and issues, may lead to common actions with other departments than ICT if found necessary to achieve their objectives (e.g., alignment with Cooperation).
The ICRC provides the Digital Transformation Coordinator position embedded in the URCS. The nature of the task requires that the Digital Transformation Coordinator:
- have good communication, analysis, and presentation skills.
- get managerial support from URCS to organize their activities to satisfy all of their professional obligations (operational constraints and security remain the first priority)
MAIN DUTIES AND RESPONSIBILITIES
The Digital Transformation Coordinator is tasked with:
- Develop and implement data strategies aligned with business goals and objectives.
- Identify opportunities to improve data quality, collection, storage, integration, and analysis processes.
- Collaborate with stakeholders to understand their data needs and develop tailored solutions.
- Design and enforce data governance policies and procedures to ensure data integrity and security.
- Lead the implementation of data management technologies and tools such as data warehouses, and analytics platforms.
- Evaluate the performance of data initiatives and recommend adjustments to improve efficiency and effectiveness.
- Provide expertise on personal and sensitive data governance and regulatory compliance, including data privacy laws.
- Train and educate employees on data management best practices and the importance of data-driven decision-making.
REQUIRED QUALIFICATIONS
- Strong analytical and problem-solving skills.
- Excellent communication and collaboration abilities.
- In-depth knowledge of data management technologies and tools.
- Understanding of data governance principles and regulatory compliance requirements.
- Ability to develop long-term strategic plans while managing short-term projects.
- Proficiency in query and programming languages such as SQL, Python, R, etc.
- Practical experience in designing and implementing data management solutions.
- Ability to work independently and make informed decisions.
- Proficiency in English, Ukrainian, and/or Russian languages.
EDUCATION AND EXPERIENCE
- Master’s degree in computer science, data science, information technology, or related field is desired / bachelor’s degree in computer science, data science, information technology, or related field.
- Relevant work experience in data management, business intelligence, or data analysis.
- Additional certifications in data management or data analysis are a plus.
