In support of its operations, the Health Unit is working towards further strengthening the use of the results-based management (RBM) approach through its data collection and monitoring tools for each Health Services Program. To this end, Medical Activity Databases (MADs) are being used in the field for Primary Health Care, Health in Detention, First Aid, Pre & Hospital Care, Physical Rehabilitation and Mental Health and Psychosocial support to monitor situations and measure the evolution of programs. The Health Unit is currently working on the evolution and continuous maintenance of these databases, in close collaboration with the Information and Communication Technology Division (ICT).
The role of the Application Manager is to contribute to the evolution and maintenance of the databases and to provide capacity building to field staff in the adequate use of the Medical Activity Databases. In addition, the Application Manager will also be responsible for the management and consolidation of health data for institutional reporting.
The ICRC Belgrade Shared Services Centre (BSSC) provides support services to the ICRC’s worldwide operations and is currently looking for multiple suitable candidates to fill the following position:
Application Manager for Health Database
(Location: Belgrade)
MAIN TASKS
- Contributes to the development of the existing applications and ensures the integrated approach between the different modules
- Is responsible for application maintenance and adapt documentation accordingly; manages the applications and their indicators through updates and evolutions in close coordination with ICT
- Contributes to the definition of the testing strategy for the maintenance, including documentation of acceptance criteria and functional test cases; executes testing
- Proposes and discusses changes with the Health Unit based on business processes, best practices, data needs and quality requirements
- Is the product expert for the Health applications and responsible for addressing issues escalated from L2, such as bugs, technical configurations
- Analyzes and resolves requests and incidents at L3
- Provides data and produces reports for the Health Unit in Geneva upon demand
- Trains new colleagues on the applications (HQ & Field)
- Aligns the consolidated data with the requirements for institutional reporting
REQUIRED PROFILE
- Degree or experience in information-management systems, technical science, data science or similar - along with 6-9 years of overall professional experience and 2-3 years experience with help desk procedures, user support or system maintenance and corporate service-management (ticketing) tools
- Experience in using, deploying or providing training on information systems
- Experience in testing digital tools
- Knowledge of Microsoft ecosystem
- Excellent command (spoken and written) of English; French or Spanish would be considered assets
